plaster over wallpaper-any way to remove?

Hi,
We are in the process of buying a house. One of the bedrooms has been plastered but its been over wallpaper-all around the room!!

Any ideas how to remove this and leave intact walls? why would anyone do that in the first place?

strip the plastered wallpaper off and if need be you may have to skim the walls, usually plaster will only stick to woodchip paper.
