PCN issued January 2007

Does anyone know what the time limit is that a London council can chase a penalty charge notice ?
I have just had a bailiffs letter stating I owe £155 from a ticket issued in January 2007. I did not receive this ticket as my partner at the time took my car without permission while I was at work and hid all correspondence regarding this. I have moved twice and not received any correspondence before now.
Any ideas on how to proceed with this ?
Thanks

sure this is out of time but you need to get others to check. Try also posting on pepipoo.com as this seems to be an act of desperation on their part. Just how are you supposed to fight such an old ticket?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

'Statute Barred' (Google that phrase) maybe if it's over 6 years of hearing nothing about this debt.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Does a penalty charge ever become statute barred then ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Not sure which is why I suggested to Google it - I am not a statute barred expert. There are some experts on the 'debt free wannabe' forum though so it may be worth posting there as well.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
