Question on AST and Deposit

I took out an AST with a Landlord last year on a 12 month tenancy, 4 months in I was supplied with a new tenancy agreement to sign indicating Landlord was a different member of the family.
I never signed the new AST as didn't wish to pay agent fees but aware it applicable.
Ended Tenancy now but LL wishes to withhold part of the deposit but as Tenancy was with X and deposit protected on that basis then does changing the tenancy agreement to mid way not require the deposit to be reprotected ?

Good god
How the **** can an agency think that a tenant might be expected to pay a fee to acknowledge the fact that the LL has changed.
I know that there are some rip-off charges out there but that just takes the biscuit.
