Or is it Standing Order only?

You can't create a direct debit, the mandate comes from the company who you are paying. You can create a standing order.0

No bank "lets" you create Direct Debits.
Direct Debits are set up by the collecting company.0 -

Direct Debits are set up by the collecting company.
You are both only partially right. It is perfectly possible to set up a DD to one of your own savings accounts, where the provider of the savings account offers the facility. First Direct do not. It's more usually (ex-)Building Societies that do.
It is correct that you can not fully set up a DD yourself, you need to ask the bank/BS at which you hold the savings account. But they will do as they are asked to do.0
