Firstly you are providing a useful service, I use parkonmydrive and save £££ over ridiculously expensive airport parking.
If you ignore the council (and your neigbour) and carry on your service, what is exactly going to happen to you? Probably nothing.

It's one of the Council's jobs to control enterprises like this. Supposing everyone in the street decided on the same nice little earner; before you know it, you wouldn't be able to move. And what about the increased fire hazard from the increased number of vehicles close to your house?
A change of use is the correct thing to do. It protects you as much as it protects your "fussy" neighbour.Mornië utulië0 -

The 'official' line is that;
There's a very slim chance more officious local councils (we've only ever heard of one incidence) may deem renting your parking space out 'a change of use' for the property, from residential to mixed residential/commercial use.
