Phone Driver Seaches at start up

Hi Guys
Me again can I please ask another question. On my last thread someone kindly suggested my mother might have a conflicting programme when starting up which was why it was taking so long to start up.
She runs Norton and I know it is a pain but we dont really want to get rid of it. When I boot up the computer it comes up with grey box that say USB Phone Driver and seaching underneath. If you click on it you can choose various options Skype, Net2Phone, MSN Messenger and a few others. If you click on it it goes away and if you leave it it sits at the bottom next to the Skype Logo saying USB Phone Driver 1.114. When I upgraded Skype it told me another programme was trying to access it. She has a Voip Phone installed and web cam that works perfectly.
What could this be and how can I get rid of it? I xcan do a screenprint if it helps.

What VOIP phone is it as it may well be linked to it?0

That is the proper picture
The phone is for Skype and it works fine so usually I just ignore this screen on start up but I was wondering if it is slowing it down having it runningSave £12k in 25 No 49

Probably not helping but if you want to know if you want to know if it is slowing your PC down you need to look at task manager to see if it's impacting CPU usage when it is starting.0
