Debenhams are currently running a designer sale with 25% off see this link
Now in the banner it says T&C's apply, but I can't for the life of me find them on the site. So I guess my quesiton is, do retailers have a responsibility/duty to show their terms and conditions if they have them? Are there any best practice laws that protect consumers in this respect?

Perehaps you're not looking hard enough :-) - isn't this them ?

(scroll down the page you linked to and at the bottom of the page just above all the flags there is a 'terms and conditions' link. Click on it and it opens a page with a whole load of links to T&Cs, the final one of which is the one in question).
I can't answer your question though on whether they are obliged to show them.0 -
Pretty easy to find. Go to the terms and conditions link at the bottom of every page and it links from there :

Ah, thanks.. I thought I must have missed it when reading through the general terms and conditions... I just thought that it would be best practice to link to them where they put a *t&c's apply. Perhaps I'm just being overly fussy though.
