Non-received good bought through PayPal

Hey all,
I bought some not-so-cheap shoes from a seller communicated through eBay, but bought directly through PayPal.
He sent me a request for funds with a full item description and had assured me via eBay messaging that he would send it out 1st Class Signed For the next day.
I paid for them on Saturday and since then I haven't heard a peep out of him, despite multiple attempts to get in contact with him by email and through eBay.
He has a 100% rating out of 50 odd transactions, a lot of which are sales and he really didn't seem like any looking to scam anyone.
Is there any way at all I can reclaim this money?

1st class is not a guaranteed timed service.
If you paid on Saturday then he really could have only posted out on Monday at the earliest.
Today is Wednesday, so very early to be thinking it is lost.

Technically it could be on it's way. However, it's strange that I paid for it on Saturday and we were communicating consistently and frequently. On Monday I sent him a few messages asking if he'd sent it. He responded late Monday night saying "haha, don't worry, I'll be sending it before 1PM tomorrow, recorded, signed for".
Messaged him yesterday about five times and once today - no responses.
So yes, while it could be on it's way and the guy is true to his word, the lack of communication now seems really suspect.
I guess just trying to prepare for the worst.. I.e. if it hasn't arrived by Friday, it'll be pretty clear he's stung me.
Also interesting to note that his phone number on the invoice is a digit short..

Haha, I agree, I guess I am being a bit overly paranoid, but I've never purchased anything in this way before and unsure about the claims/dispute service when not using eBay..
Coupled with the fact that the guy has undeniably gone quiet..0 -
If you paid for goods then you'll be covered. However, if it was a gift payment, then it's goodbye to your money, I'm afraid.0

Are you confusing that statement with the service known as Special Delivery which can be guaranteed before 1pm delivery?0 -
So he sent it yesterday recorded, so it's only had 24 hours to arrive.
