Parking Eye Fine

Hi, I've just received a parking fine for £100 from Parking Eye.
I entered a car park in the Lake District (whilst on holiday recently) , found a space and parked. I then put my walking boots on and packed my rucksack. Whilst waiting in the queue to pay by cash an elderly lady asked for my help to pay by credit card; this involved her walking back to her car a number of times to check her registration and eventually I sorted her ticket. I then rejoined the queue to pay by cash.
After purchasing a ticket for 2 hours (by accident, as I paid £4 instead of £5, so only received a 2 hour ticket instead of a 4 hour one) I then went a walk. Admittedly I was a little over the 2 hours, but only by 10 or 15 mins.
On returning to my car I then changed my boots and gathered the things I need to head in to the village for lunch and some shopping. I purchased another 2 hour ticket (intentionally this time).
The letter I've received from Parking has calculated the time I spent in the car park from actually driving through the entrance to driving out.
Altogether, I've paid for 4 hours and was actually within the car park boundaries for 5 hours 20 mins - mainly taken up by helping the lady, standing in the ticket queue and changing boots etc.
I've read somewhere that if my letter states that the land is a private car park then i should contest the fine? Is this right?
Also, can anyone advise if I appeal within the given time, does the clock stop ticking on the 'discount period' for paying the cheaper fine of £60? and if refused would I still be eligible for the 'discounted fine'?

Reading your post it's clear to me that you need to read more recent threads about any private parking scam; there are hundreds of threads about Parking Eye's little games. It always amazes me when people ask about being 'eligible' for the 'discount' as if that even matters, as if that's some sort of bargain offer, as if anyone here would ever even think about paying one of these fake PCNs!
And you called it a 'fine' as well as if it's a real one...this is NOT a fine, it's an unsolicited, speculative invoice from a notorious profit-making firm!

I think that's a good place to start then read any other recent threads (not just the Parking Eye ones) to learn how to challenge without giving any details away - and then how to win at POPLA with our help. This can be cancelled with the right challenges - and the POPLA second stage appeal is paramount. It's important to appeal a Parking Eye fake PCN properly and not ignore it, because in some odd cases PE have issued a few speculative small claim papers further down the line after the usual threatograms have been ignored. Better to get it cancelled at POPLA appeal - which we do know how to win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
