    My dentist terms say they may charge for a missed appointment.

    Also seems a bit odd. An X-ray takes seconds. If they needed that to establish the work to be carried out, then why would they make a second appointment before knowing what needs to be done? They wouldn't know how long to allocate.
    If they knew what needed to be done, just needed an X-ray carry out the work, then they wouldn't normally need two appointments.
    The X-ray (if needed) is usually taken in the initial consultation. They don't do anything until you had that.

    As you don't appear to have been in contact with the surgury for so long, and you failed to turn up for your last two appointments, pointless or otherwise, they presumably think you have gone away.

    Have you tried contacting them to see if you could re-register.

    I don't know if I'd have the nerve to do that in your situation, and of course they may not accept you again. Maybe easier, as Agricolae suggests, to just find a new dentist?

    I realise this may be easier said than done, depending on where you live and the availability of dentists in your area taking on new NHS patients.
