    Surely every flat that is above ground floor effctively has an upstairs washing machine

    how do they negate the vibration issues?

    Lots of purpose built flats have concrete floors . Houses tend only to have timber.

    Automatic washing machines are in my experience the thing most likely to spring a leak, and the potential to damage stuff is much higher when the machine is upstairs. If you could put it in a garage or something, I'd do that before anywhere else.
