Mmm, what to bid

We have seen our perfect house. We are Ftb, believe ourselves to be in an excellent position for a quick sale etc, deposit in place etc.
We are seeing a broker for more guidance later this week, after which we can hopefully put in an offer but are currently mulling over what offer to start at.
The house is on the market for 175, reduced from 179 recently, having been on the market for six months.
Very little work to be done, new gas fire maybe and would need to get the electrics looked at eventually according to my husband.
We have a very limited search area, and at the moment this is the only house in our grasp. Even so, it is ideal and what we are looking for.
We are comfortable in the 160 to 165 area for payments and the size of our deposit etc, and we hope our broker will guide us later in the week about just how high we can go to fit in our budget ......but even so we can't decide how low to start. We don't want to offend and alienate the vendor, but don't want to get ripped off either.
Also, we have previously bad experience of this estate agent from our
Parents house sale. We know they play silly beggars with not putting offers to vendor/playing buyers off against each other etc. the Vendor gave us his number, would it be out of order to contact them directly with the offer?
Any thoughts?

Offer say £162K ish which gives you a little room to go higher if they dont accept your first offer.
If you can then afford £165K and they accept it great, if not, walk away.

Advice on here seems to be to stay clear of any brokers attached to the vendor's EA, just in case that's who you are going to see.0 -

We have been looking at prices in the same and surrounding streets.
Same style of house directly opposite sold for 178 in 2011, but it has a conservatory and the garage has been converted into living space to extend the lounge. It also had new, expensive wooden windows.
Two Others of same style in a neighbouring street, in varying condition, sold for 168 last year, but both had new kitchens I think.
Property in our area seems to go very quickly, or stay on for excessively long time. This has been on for about six months. A son selling on behalf of his mum who is in a nursing home.
Our options are very limited. We live in a small village where we need to stay. If we don't get this, there is nothing else in our range, all else is 200 plus so guess we would need to carry on renting. We won't pay over the odds, go over our budget, want to be fair and don't want to be ripped off!
