I have read a couple of posts about this dca but couldn't find one that addressed my situation.
I was involved in an accident on my scooter in early 2012 and as a result the scooter was written off.
The scooter was returned to me and I sold it through Ebay. I duly sent off my part of the V5 but it seems the other party haven't as I have received a letter from the above dca.
It says:
Debt Collection Notice
Vehicle Registration.........
As you have ignored all previous letters, the DVLA is currently preparing a claim against you as the registered keeper of an unlicensed vehicle.
Should you wish to avoid this action, you must pay an out of court settlement of £80 immediately, otherwise legal action through the courts may commence and your vehicle may be clamped and impounded.
The intended action will be made in accordance with Section 7A of the Vehicle Excise and Registration Act 1994. Please be aware that you are (or you may be) also contravening Section 31A of the Vehicle Excise and Registration Act 1994 (or of the Act), which commands a minimum fine of £1000 if convicted.
The payment must be made in 24hrs etc.
Firstly this is the first communication I have had re this! I have never received a letter from the DVLA as me about the Scooter. Given I also sent my V5 informing them of the sale I have done my bit. I believe they also sent me a letter confirming, but I have since moved house and I can't seem to find it anymore. I am also confused as to how this letter made it to my father's house as the vehicle was never registered to that address and I haven't lived there in 20 years!
Basically I don't want to pay a fine when I believe I have done what I should have and its the buyers who have failed to do their bit.
Can someone please advise.

You don't have to pay this speculative invoice, its highly unlikely that it will ever go to court, this is the DVLAs little scam. I would ignore this debt collector, and write to the DVLA directly to inform them that you've done your bit the vehicle is soldWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
