    Don't assume having a crime number implies any intention of the police to actually do anything!

    True, but having proof he reported it as soon as it came to light can only protect his interests. There's no way he or I can just sit back and ignore it.

    On a secondary note, there have been a couple of thefts in the property recently, I'm wondering now if these could be connected to this matter, the guy seems to have had access to the property when my son and his other lodgers were out working.

    So.

    Get rid of lodger (whose friend is taking the p*ss)

    Change locks.

    Reporting to police was a good move, but it is the council (by the sound of it) who are being defrauded: so tell them!
