The Hours Of Vacuuming

I live in private apartments in Kingswinford and an outside company comes in every couple of weeks to clean the communal areas. This is covered by a fee payable from each of the apartments.

Recently though the cleaning and in particular the vacuuming has being getting earlier and earlier in the morning. This morning which was a Saturday they woke me up at 7am vacuuming the hall directly outside of my apartment.

Does anyone know if there are any prohibited times for residential noise and the associated legislation so I can contact the housing committee and get it stopped?

I've tried looking over the internet for information and the uk government website but have drawn a blank so far.

Do you know if that's 7 days a week or just Monday to Friday?

  • I think 7am on a Saturday sounds unreasonable. I mean, people ringing you (cold calling) is not allowed before 9am: I think this should be the same. Complain to whoever's in charge of the block. I would.

The council won't investigate your own management company waking you up. Speak to whoever arranges the cleaning about your preference not to be woken up at 7am.

If it was one of your neighbours waking you up, the council also wouldn't get involved - normal night time hours are 11pm to 7am, according to World Health Organisation Guidelines.

The council are obliged to investigate a noise complaint, doesn't matter where or who it is

You are free to contact the council about a noise complaint, but if the information that you give makes it clear that it isn't a statutory nuisance or come under the control of pollution act, then that is where the investigation ends.

In this case, this is clearly not a statutory nuisance. Someone has been woken up once at 7am.

I would be interested to know what would you want the outcome to be of a formal investigation? Ultimately, would you like the management company to be prosecuted? Seems a bit over the top to me, when all it would take is for the OP to phone the management company and ask for a later timeslot.

Think you missed my point. It's the principle, in this case being woken once at 7am is not an offence. However to say that the council will not investigate a management company is incorrect, ofcourse they would.

Think my point was quite clear on what i was saying, you even quoted it. Unless you are saying that what i said was wrong?

I think you have completely missed what the question was about. I'm not interested in contacting the council or prosecuting the company. All I need to know is between what times you are allowed to make a noise involving cleaning. I know if it is diy then on at Saturday you can only do it between 10am and 4pm. This is the level of information I'm looking for, with it I can approach the housing committee and get the nuisance vacuuming rescheduled for later in the morning.
