Reading between the lines, you have a homeless priority?

If so, you do have the option of both accepting AND appealing against the offer. If, on appeal, they find the offer to be unreasonable, your priority will be reinstated and you can carry on bidding/waiting for a suitable offer. If they find the offer to be reasonable, you still have the secure tenancy and a roof over your head (and the option of a transfer).

From what the council told me I can appeal once in the property. I may just do that so at least as you say I have a roof over my head for now.

It is the safest option if temporary accommodation may be the only viable alternative. The appeals process is such that your acceptance pending appeal shouldn't influence the outcome. It's far from uncommon for people to move in, appeal, win the appeal, regain their priority and decide not to move anyway, once settled and familiar with the neighbours/local community.

thank you. what you have said has been helpful

The area is ok. although still in the same named area just moves us further away from the kids school. I am praying parking improves once we move in (can only but pray) plus the option to try mutual exchange helps also.

going to look into fencing as that may settle me a bit
