House in negative and stuck with ex. Ideas?

Hi, my husband owns a house with his ex partner.
It has been rented out but doesnt civer the motgage payments so they pay the difference equally. After years of persuasion she finally agreed to it being out on the market and it has been about 6 months but as it is worth less than the mortgage and neither have the money to pay any negative it has not gad any offers at the price needed. This isn't helped by the fact she won't put any money towards the up keep of it.
She has now told us she has resigned from her job as she has decided to make "dramatic changes" to her life. That she plans to see CAB about her finances (she won't say what she wants from it) and don't confirm if she can pay mortgage past next month. She has cancelled the estate agent saying she can no longer afford to sell.
The tenant renting the house has also given notice.
We are not sure what to do. We can't make her sell. We are worried she is planning to make herself bankrupt or just stop paying towards the mortgage (she threatens bankruptcy constantly). There is no reasoning with her (she is very bitter). We tried to see if I could take on the mortgage but we can't because my husband is on a repayment plan.
I have heard about a TR1 form to sign house over to me? I'm thinking then at least we could sort the repair of the house out and put it up for sale again?
Any ideas? Either to force her to sell (I'm worried about the cost if that) or to sever the ties with her as much as possible
