Does Windows 8 need a certain amount of RAM to operate effectively?

I wouldn't want a W8 PC with less than 4GB of RAM. But beyond that, it all depends what programs you intend to run on it.
4GB is perfectly adequate for light general use, internet, email, MS Office tasks etc.
If you want to edit video or render in Photoshop, you need more.No free lunch, and no free laptop

'Operate effectively' is a matter of opinion, but the minimum spec for Windows 8 is the same as Windows 7 - 1GB. I would say that 2GB is good enough for general use but again, this is a matter of opinion.0
