Parking Fine - Manchester City Council

Hi all, just looking for some advice on tickets recieved by 2 colleagues.
Both recieved using on street pay & display parking. That require a pre-paid pay & display ticket between the hours of 08:00 - 20:00
Case 1:
Ticket recieved on the basis of the vehicle being "parked after the expiry of paid for time"
The time on the ticket is 20:00 and states that the vehicle was observed from 20:00 to 20:00.
Would this be valid? It sounds to me as if the enforcement officer is trying to issue a penalty for a vehicle they are stating they observed parked without a ticket, at a time the vehicle would be perfectly within it's rights to be so.
The photographs on the council website have one image showing a time of 19:57, however I would imagine incorrect information on the actual ticket could invalidate the councils claim?
Case 2:
Ticket recieved on the basis of the vehicle being "parked after the expiry of paid for time".
My colleague had purchased a pay & display ticket which he then realised left him 9 minutes short of the 20:00 time. He returned to the machine and purchased a new pay & display ticket to cover until this time, returned to his car and placed the new ticket on the dashboard.
When he returned to the car, he had a PCN and discovered that the second 'valid' ticket he had purchased, had blown from the dashboard onto the floor of his car (presumably when shutting the door). He still has both pay & display tickets to prove this.
Would there be grounds for a valid appeal?

Case 1 = easy, you are right. Should be challenged all the way to adjudication if the Council are stupid enough to reject the 2 appeal stages.
Case 2 = fairly easy! Use a version of Bogsy's 'fluttering ticket' wording as the first challenge, sending a copy of both sides of the valid ticket too:

and the person should be ready to also check the Traffic Order for that place to see whether it includes a requirement to 'continuously display' a P&D ticket (many Orders do not set that as a requirement and you can only contravene an Order - not a sign). Traffic Orders are often on a Council's website or if not can be obtained by email, or in person or by asking for it as part of the appeal.

Finally if they get a rejection they should post pics of their PCN (both sides) and all documents/replies and pics of the signage on pepipoo forums (where more than 90% of posters beat their PCNs). Your friends will not be paying these PCNs. Everyone should appeal ANY Council PCN, even when bang to rights (which your colleagues definitely aren't!).
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
