Electricial Certificate for Extension

We are about 1 week off the end of our new extension. Some tiling and decorating left to go as well as the 2nd fix electrics.

The builders fitting the electrics have a lot of experience, but are not qualified to part p for building regs.

I have contacted a qualified electrician and he has suggested a conditional electrical report will be acceptable to building control.

Does anyone have any experience of this?

At what stage do I need to bring the qualified electrician in to check the work and issue his report? Do I need to do it now before the second fix or at the end when the work is completed?

    To save any arguments with your builders, email your BCO and ask them what they are expecting to receive. You will then have written confirmation of what the builder must provide. Do not pay in full until this has been received. You will need a part P certificate for a new installation rather than a condition report

    Thanks. I will contact BC and find out.

    The builder has quoted a figure of £250 for the report. I have got a couple of lower prices (£150 and £175) from qualified electricians so I keen to instruct one myself.

    I took your advice and contacted BC. They have advised that as there are some new outlets, I will require a "test certificate".

    Do you know if this is this required for the new outlets only, the extension itself or the whole property?

    The certificate should cover the new extension, and take into account the bonding and adequacy of supply.

    Many inspections fail on the bonding (gas / water / other appropriate services).

    The electrician from the builder should issue a test certificate- otherwise he or she isn't working to the electrical regs

    You may need a 'certificate' from a registered electrician
    This may be an "EICR- Electrical Installation Condition Report" as you can't issue another certificate on someone else's work.

    You need to require a BS7671 certificate from the builder, and require this to be included in the cost.
    Ask for the id of his electrician and check him / her on the register

    Oh my..... here we go:

    1) BCO know an awful lot about drains, floors, walls and roofs but generally speaking naff all about electrics. And generally speaking, little more about Part P of the Building Regs.

    2) BS7671 ("The Regs") requires every new thing done, anywhere, to be tested to certain criteria and the relevant paperwork issued.

    3) Part P basically references BS7671 and says that if the work meets that standard then it's OK by them, hence why a Part P registered electrician is one who has been examined and found to be doing so.

    That bit's simple, here's where it gets tricky:

    4) In BS7671 there are 3 different forms of electrical certificate depending on the scenario, however they all require 'start to finish' knowledge of a job in order to be signed - so in the OP's case that's why an electrician won't issue an Electrical Installation Certificate for something a builder has installed.

    5) The requirements of Part P state that once the installer (ie, the electrician) has done their work, they are required to a) complete the BS7671 paperwork and issue direct to the customer and b) inform their scheme provider so that a Part P compliance certificate is issued by them and sent direct to the customer.

    6) However, an Electrical Installation Condition Report (basically an electricians opinion on what they find, plus some technical tests - exactly the same thing as a Landlord would have done, for example) is often accepted by BCO as an alternative (which rather makes a mockery of the whole point of building control and part p!).

    So.... the OP is quite at liberty to get an electrician (and this could, technically, under BS7671 be 'anyone', irrespective of qualifications and competency) to perform an inspection, restricted to just the new work (as allowed under 'agreed limitations' defined in BS7671) and submit that instead.

    BUT.......the bottom line here is basically that the builders shouldn't have done the work themselves and should have had a registered electrician do the work instead. I would therefore suggest that any costs to rectify this problem be claimed from the OP's retention.

    As said, you require an Electrical Installation 'Certificate' and not a 'Report' as also requested by the LABC.

    Don't be fobbed off by a builder who shouldn't be installing electrics.

    The very reason 'Part P' of the building regs were introduced was because of a builder attempting to carry out electric work which caused a death.

    If the builder has instructed an electrician to complete the work, then providing the electrician is registered with a government approved electrical scheme a certificate won't be a problem. The electricians membership number will be on the certificate and the work will be notified to the LABC under Part P (Electrical Safety) of the building regs.

    When you recieve your Electrical Installation Certificate you will also receive this notice:-

    but i bet it has spaces between the words :p

    as others have said, builders should stick to building & leave the qualified trades to do their jobs, who pays for the work if they have done it wrong & it all needs to be ripped out & done correctly
