Setting scheduler

Im trying to setup my scheduler but id for each of the programs i select to start it says " couldnt start", why is this

    Is the task scheduler enabled?
    Windows+R to get the "Run" dialog, type "services.msc" and enter. "Startup type" should be "automatic".

    Some scheduled tasks need a user Id with a password.
    Set up an Administrator account with a password and use this Id in the wizard.
