R40 refund delay

I am dealing with an R40 refund (tax on savings and investments) for someone.
HMRC wrote stating they are awaiting pay and tax details from a Prudential annuity.
A P60 has been sent, but not to HMRC as Prudential now use Real Time Information (RTI) every time a payment is made.
Has anyone else experienced delays as a result of this?

A P60 has been sent, but not to HMRC
Why should it have been sent to HMRC? Surely the recipient of the payments receives it?0 -
According to another thread, the HMRC copy is actually referred to as a P14.0

I'm in a similar position with my father-in-law's claim. R40 x 4 sent with covering letter. HMRC acknowledged and say they need to contact Scottish Widows. HMRC have now sent 2 notices of coding to f-i-l (he has 2 annuities). He's still awaiting a refund.0
