Credit file - Electoral Roll - 'Restricted Use'

The electoral roll section of my credit file is reporting 'Restricted Use - Yes' under my current property, but is showing 'Restricted Use - No' under my previous address. I seem to remember when joining the electoral roll this time that there is an option about how publicly available your information is - is this what this is referring to?
Thanks

You may notify your local authority that you do not want your electoral roll information to be used for direct marketing purposes. However, because companies use other sources of information for their direct marketing lists, you may still continue to receive unwanted direct mailings. This makes no difference at all to your credit score. You still show up as on the electoral roll when making applications. All it affects is that marketing post.0
