Problems on mother's phone - BT not resolving

Can any one help?
My mother at 84 only has a land line, which when she makes calls buzzs and cuts in and out. It is her main communication with family in the UK and Germany. A BT engineer came out and tested the line - saying it is ok and was not willing to investigate further. Seems rather 'jobs work' to me :mad: She lives in extra care housing which has a telephone cabinet in the basement for the flats in the building. We have had the same problem last year and it was resolved - until now. I left her with a corded phone to try, which I used before I left and it still had the same problem. I have tested her BT Freestyle 750 which is less than a year old at my home and it works fine. I know it is not her phone and now they will probably charge her even though the phone line is not right!
I have re-opened the fault on line...... how can I escalate this to get the job done properly?
I just don't feel they have taken the time to resolve it properly and what a way to treat my mother who would not be able to deal with them on her own.:exclamati
