New house is always cold

Moved into a new house and it always feels cold, more so downstairs in the living room and the dining room ! there isn't any damp, but I think there might be two problems causing it, the front of the house is facing north and doesn't get any sun, also the flooring is ceramic tiles to the hallway, living room, dining room…

So we've got solid brick walls as one culprit, and possibly the loft extension if it's not well insulated. Can I also throw in the double glazing? What condition is it in? Is there still a vacuum between the panes? Can you feel any draughts around any windows?
