Power button gone from start menu

I am sorting out my friends laptop for them and I have noticed that there is no power button on the start menu. It should be next to the lock button but it's not.
I have googled around and saw to use gpedit but that isn't available on Vista home premium. Is there a way to get it back?

I have a start button I'm talking about once you click start button there is a button to lock the PC and a button to shutdown/restart/hibernate and that is what has gone.
I ran sfc earlier and didnt help.0 -
I'm not familiar with Vista, but I wonder if you right click the Start button ... do you get a 'Properties' option and does that have a menu item allowing you to show or hide the 'power button'?...
