I made a payment with my MB debit(cash) card but Capital One said it was rejected!?

I tried to make a payment online with my MB debit(cash) card - I have used it for online payments successfully in the distant past?!
Capital One said it was rejected by the bank but when I phoned Metro Bank they said Capital One had been paid - and that the funds would be refunded if they weren't claimed by C1 in a week!
How can this be? Looks like the buck is been passed - and this is delaying me closing my MB account!

How much money is in the account?
It can happen that the payee requests an authorisation, the bank puts the money on hold, and the process then breaks.
So the payee tries again, but this time, the available balance won't cover the payment, because of the money that's already on hold."It will take, five, 10, 15 years to get back to where we need to be. But it's no longer the individual banks that are in the wrong, it's the banking industry as a whole." - Steven Cooper, head of personal and business banking at Barclays, talking to Martin Lewis0 -

1 pound and I tried to make a payment for a pound
Hmm but it failed the first time so I'm uncertain where the blame lies and I can't be bothered to phone C1 about a pound payment!
Especially as sometimes the Call centre staff seem so difficult to understand what I'm saying ! It's a shame it's clearly not based in UK0
