I've never received any emails from paypal after only bidding and winning, only after I've paid.

The verification screen popped up as soon as I entered a bid on a "normal" auction (Not a BIN), and also when I tried to list something for sale.
I'm not currently in the UK so it could well be that ebay recognised that my IP address showed me as being overseas, hence the reason I was asked for verification and other posters were not.0 -
