    The verification screen popped up as soon as I entered a bid on a "normal" auction (Not a BIN), and also when I tried to list something for sale.

    I'm not currently in the UK so it could well be that ebay recognised that my IP address showed me as being overseas, hence the reason I was asked for verification and other posters were not.

    It looks like the user who created the fake ebay account also used a fake (or stolen) credit card to purchase the item.
    Then later request partial refund of USD90.00.
