survey before mortgage and conveyancing

Partner had offer accepted on house. Can you instruct surveyor (homebuyers report), prior to arranging mortgage and instructing solicitors? I suppose you would need agreement in principal for offer to be accepted.
The property in question I believe has a few issues which will need to be identified by surveyor and offer tweaked to represent these issues. I believe it's a common occurrence but not sure on how the logistics work.

Your bank will want a surveyor to value the house as part of the mortgage process ... most people pay extra and have their own survey done by that surveyor.
You can instruct a solicitor now but they probably won't do anything until you are happy with the survey. This is not to say you shouldn't sort out the solicitor now ... get that going too!0 -
Yeh but will she be liable to conveyancers costs, if the survey comes back and the property is a no go?0
