Building debt-is my boiler to blame?

Not sure if anyone can advise me but I'm quite concerned with my gas and electricity account and am wondering if the issue is my boiler or whether I'm geuinely not paying enough. My last bill was £1300 however the bill which came today stands at almost £2k despite the fact I've been paying between £200-£300 a month on the account.
I live in privately rented accomodation.
The boiler has been an issue for the three years I've lived here-initially it needed constant repressuring to ensure I had heating and hot water, then a landing wall started leaking water, which turned out to be an outlet pipe that had been leaking into the cavity. This was fixed by drilling through the bathroom ceiling and connecting the pipe so that it goes out through the bathroom sink, a pipe also goes out through an external wall and leaks constantly-the whole thing has been done at minimal cost to the landlord.
I was then left without heating or hot water for 2 weeks as the boiler packed up completely and was replaced-I thought that would be great but there are problems yet again. Another leak and the water is'nt heating up properly. The landlord sent someone to have a look and he accused me of leaving a valve open, but I have'nt touched the boiler! He sorted the leak but I'm still not getting hot water.
I've also had a radiator leak repaired, and on the last occasion the gas engineer found a gas leak from a pipe I'd been smelling gas from. Now I'm smelling gas from another of the pipes and getting no hot water.
My duel fuel bill is extortionate and I'm convinced it may be to do with the boiler and heating system-wondering how I would go about confirming it and what action to take? My water bill has also doubled in the last year-I'm currently paying £80 a month for 3 of us-we don't have a bath either just a shower which I thought would be cheaper!
Any advice would be appreciated!

if you can smell gas then you need to phone NG at once 0800 111 999 & they will tell you want to do, turn off the gas, open windows, don't use an electrical items or switch on lights, no smoking etc & will normally be with you within an hour, then the LL needs to get an RGI to test the boiler to make sure it's working correctly.
but first if you can smell gas then phone the number ASAPI'm only here while I wait for Corrie to start.

Pipe through external wall leaks constantly ? - Yes, this will increase your water bill
So far as fuel bills are concerned, please post the number of Kwh charged on the latest Elec and Gas bills
Appreciated Advice ?
I suspect your L'lord will never spend the sort of money needed to sort out the plumbing & heating in this house, so move home0
