Fully flexible doesn't mean there is any more availability - just that you can change/cancel very cheaply.
If you mean does that mean you can change to any flight as opposed to a flight with reward seats still available - no you can't (otherwise there would be no point in limiting avios redemptions per plane if anyone could book a random plane and change to whatever they want!).0
