Recycle Bin Deletes into hard drive, how delete completely

Once I have deleted from my bin it goes into the hard drive, which I believe can still retrieved, how do I removed from my pc completely and hard drive?

Once something is deleted from the recycle bin, it is gone as far as "basic" users are concerned. You would need a specialised "undelete" tool to recover it at that stage.
To get rid completely, either get a specialist tool to do this, or fill the whole drive up with other stuff.

For many years now we have been using axcrypt

Free to use and also offers file encryption. Basically just right click the file and select 'axcrypt -> shred and delete'35, semi retired, sun, sand, sea, life is good
