VCS Parking Charge Notice at Liverpool Airport

Hello ... glad I found this forum ... first post.

Having browsed through lots of similar posts, I just wanted to seek advice on our specific case.

My wife recently picked me up from Liverpool Airport. As we have done many times in the past, I walked down to the roundabout where I was expecting my wife to meet and pick me up. There was a white van parked near the roundabout. My wife had parked a little way away from the Airport on an unrestricted road and, because of the white van, drove into the short stay car park and straight back out. I walked up to meet her on the approach road to the roundabout (from the car park).

The VCS Parking Charge Notice has three photographs of my wife's car; total duration, 8 seconds. I would question whether or not that constitutes parking.

The notice states:

"The Parking Charge Notice is issued to Vehicle Registration Mark xxxxxxxx for allegedly breaching the car park terms and conditions of access to the Privately Operated Roads at Liverpool John Lennon Airport

The alleged Contravention was detected and recorded by Mobile Traffic Enforcement Cameras (CCTV) at the site on dd/mm/yyyy and the Reason for the contravention is: Stopping on a roadway where stopping is prohibited"

I am seeking your advice on whether we should:
a) ignore the notice completely and not enter into any communication with VCS?
b) write to VCS and appeal against the Parking Charge Notice?
c) write to VCS and state that we do not intend to pay the Parking Charge?
d) pay the Parking Charge?

I would also be interested in the potential issues and outcome(s) of each option. OK, well, maybe not the last one ;)

My impression from reading other posts is that we should simply ignore the Parking Charge Notice. However, I would feel more comfortable taking positive action and telling VCS we do not intend to pay ... with information gathered from this site to back up that decision. Hence the reason for wanting to understand the likely outcome(s).

Note: I believe that, to read the any signs, you would have to stop on the highway,or you would be guilty of driving without due care and attention. Consequently, we were not aware of any "contractual" terms and conditions relating to the highways around the airport.

    My wife has just received a PCN from VCS for the exact same reason. The car was stopped at a bus stop lay-by for 9 seconds. I wondered what was the outcome from your case. I looked on pepipoo.com and couldn't really find any definitive advice as to what we should do.

    Can you advise.

    You'd be best sending the OP a PM as this thread is well over 3 months old now, and he/she hasn't been seen on the forum in over a month, so you're not likely to get a reply here.

    Plus reviving ancient threads clogs up the main current index and brings forward old advice which may well have changed in the ever-morphing world of private parking charges, potentially causing confusion.
