Can I find car insurance cheaper with NCB and under 1yr licence

I've had my licence now for coming up to 9 months, i'm 21 and I dont have any NCB nor have I been driving since passing.
I am buying a car next week and the insurance group is or 5-6, it is a 1.4L diesel car. The cheapest I can find for car insurance is £1400 fully comp. This is with pass plus I have too.
The above is with endsleigh, I have tried about 20+ different companies, i've also tried all the price comparison websites and endsleigh come out cheapest for me followed by tesco and kwik fit insurance fully comp. Any one think of how I can get this lower?

Have you already tried ecarinsurance and quinn direct or barclays or asda?
Other ideas to bring down the price
1- increase the excess but check that the total excess is still OK as the young driver excess will be around £300.00
2- include the girl friend or your mother as an additional driver
3- get quote via quidco or topcashback as this can save up to £120.00 on various including lloydstsb prices
4- pay as lump sum if possible to avoid high APR charges

I have tried quinndirect, that was near to £2000. The girlfriend cannot drive nor can my parents. I will be paying lump sum no loans etc.Audi - Vorsprung durch Technik0

Elephant have an accelerator policy where you are considered to have 1 years NCD after 10 months (provided you haven't claimed!) It may not help immediately but can speed up the accruing on NCD; as you are under 25 with a new licence,1.4 car and no NCD I am not sure you will save too much. Make sure you have a really DULL car ie not a VW or Peugeot and try speaking to some on the phone to check you are looking at a company that recognises the Pass plus ie Norwich Union Direct (all this is just my persnal experience when looking at ins for young male driver)0
