You need to send a Letter Before Action.
This is, in effect your time to warn them that, unless they refund (or provide whatever specified remedy or fulfillment of contract you require) you will pursue them through the Small Claims Court. You need to use that phrase as part of the process. You give them a reasonable timeframe within which to respond (eg 14 working days) and if they still ignore you then file a small claim when you ask for what you have already asked for (eg full refund) plus the costs of bringing the claim. This means that either they pay up now or they will have the case found against them in court and be ordered to pay what they owe you plus your costs.
Send hard copies of mail; keep copies of everything. Print out emails etc ready for a claim.

Arcon's advice (post 3) was sound - by warning them you WILL escalate they will take you seriously. Continually sending emails asking for a refund without the added used of appropriate phraseology (Letter Before Action etc) just gives them the opportunity to ignore you, which is what they're doing.
