Replacing Windows due to violent Neighbours

I've been having some trouble when my neighbour moved into the rented house next door, he played loud music all day, so I turned up my TV so that I could hear it, over the noise.
The day after he came round complaining about my loud noise. I told him where to go.
So, this issue contines, if I cough, he complains.
We speak to him, and ask what the issue is, while his kids are present, giving us abuse on the street, and he tells them to shut up, we shake hands, end of.
A few days later, he is working in the garden in the dark, and my partner asks do you want us to put on the security light, so you can see what you are doing? OK, Friends, but his kids are slightly volatile...ie Move your car..it's sorn and on private land, whereby where he parks is on private land and not allowed.. Don't understand his beef...
Invited round for drinks, kids disappear for food pickup (after drinking heavily); leaving me and my partner alone with Father, and 3 young kids; Father asks us to leave, heavily in drink, then falls asleep, so what to do? Leave, as he asked? or look after the children until their parents to return?
We waited, the kids returned from their food run, said they had bought us food, and we were not allowed to leave before eating it; even though we had already eaten, and didn't ask for the food. As Father was out of it, the atmosphere intensified, and again, move your car or I will smash your windows and burn your car; at which point, one of them grabbed my partner, and held me to the wall by my neck, making various threats to kill me, unless I agreed with his points.
We eventually made our escape...a few moments later, two bricks went through my front window, and shouting, "You are a pedo, you messed with my child", then another brick through the bedroom window.
When the Police came, they couldn't give a rats !!!. No evidence, no suspects.
Since this, he kept a low profile, and the council have given me diary to fill out that they dont bother with, and the police threatening us to take photos of evidence, but then we will seize them..so why not do it yourself then? Rather than leaving it to the victim to collect evidence?
But the other day, minding my own, watching TV, there had been loud music being played, which I presume was my neighbour, the music had stopped..All of a sudden, hear two bangs. Look to the front; nothing, I go to the rear of the property; my partner is already on the phone to 999, I look out the rear, I see damage to window, scratches, look out, but it is pitch black.
I go back and turn on the kitchen light, have another look out, but the window acts like a mirror.
I turn, to talk to Micky, that I cannot see anything, she is on the phone to 999, at the time, when BAM!!!!!! I get a load of brick and glass in my back. I go down to ground. In a shroud of glass.
The police eventually arrive, and IMMEDIATELY say, tough !!!!! You should have bought CCTV when we told you to, regarding the front, you didn't, it's your fault, due to your lifestyle. Stop smoking and drinking, and put all your efforts into CCTV. My lifestyle is the cause of an unprovoced attack?
So the police go round to the neighbour, tap lightly on the door, and he tells them, through the bedroom window to F off, then he goes to ground. Surely a sign of guilt?
Then the PCSO gets involved, on her pushbike...she is 4 foot 8 - really?
Then the council get involved again, the police have spoken to the alleged? NO!!!!!! He told the police to f off!...council maintains that that constitutes an interview
None of the agencies are talking to one another, and when they talk to me, 'We will set up a meeting', that meeting, means another meeting, and that meeting will go onto another meeting because various members can't attend...Give me the will to live!
My partner is at the level, of 'will to live', who do we turn to, as he already torched my car, after smahing the windows, who is to say he doesn't do the same to the house? He is a maniac!
I've laid claim on another forum, due to lack of funds for membership of a car forum, as I couldn't afford it, due to the lack of effort from the Council, The Police, is there any option that people appreciate my situation, and contribute some cash to repair my window? Im already £1000 out of pocket for my car, and £800 for the windows...
I don't know who to go to, my MP says 'stop bothering me', the police say contact the council, the council says contact the police, the police says contact the psco, they say contact the police and council

Why is it everybody can't be arsed with you, council, police threatening and abusive, plus your MP? bit of theme possibly ? could be the makings of a good film?0

Did you get a crime number for the police? In which case you can get your buildings insurance to cover the broken windows.
I would also get a motion sensor security light by the kitchen where you said you couldn't see outside, and if CCTV isn't an option try to get a photo of them if you see them doing anything again. Too bad the police aren't taking this seriously, people like that get used to getting away with rotten behaviour and just keep on doing it.0 -

Obviously I got a crime number eventually, no insurance to cover windows. Motion sensor light installed, but not switched on, and cctv not an option, because living in this property for 20 years without incident, how would it repay itself, the damage is done.
Why is it down to me to pay for security? When the Police have made me aware of the issue? He torched my car, cut my phone line, and all other services to my home, (excluding gas/electric/cable), because they are sheathed and protected. He meant business.
