how do i raise my rafters by 4 inches to put flooring above my insulation?

Don't... buy thinner insulation

I did it last year and it almost killed me. For 4inches extra you'll need a few 2 x 4s and put them perpendicular (basically across at a 90 degree angle) and screw them in.
It's seriously easier just to replace the insulation with something thinner0 -
