    Why should the landlord be responsible for sorting out other people's problems?

    The landlord could be 100's of miles away and shouldn't have to arrange to feed a meter.

    Declare it to the landlord and ask him, explain what the provider have said and take it from there

    The LL is not sorting out other peoples problems. Every tenant has the right to choose the type of meter that suits them best. If the LL is 100's of miles away s/he is still responsible for looking after the property even if its not occupied .

    I'm aware of that but the LL should at least be informed.

    The LL however is not responsible for any debt left on the meter that should be cleared by the tenant.

    If debt is left on the meter and isn't cleared the landlord would have to feed the meter more often as it would take some for the debt. The LL may also have problems getting a different meter put in place while the debt exists.

    If the tenant had a PPM put in then they should arrange for it to be swapped out, after all they are supposed to return the property in the same condition as when they moved in less wear and tear.

    What does your tenancy agreement say about utilities?

    In the end the meters belong to utilities supplier or distribution company depending where you live and the account is between Tenant and utilities supplier and nothing to do with LL/LA.
    Advice given on Assured and Regulated Tenancy, Further advice should always be sought from a Solicitor....

    This would be fine except once the tenancy ends the LL then becomes responsible for the bills, which if their is a debt on a PPM and isn't picked up isn't exactly fair is it.

    This is the problem with PPM along with higher bills and the requirement to feed them.

    LL is Not responsible for the debt and a LL/LA cannot stop the fitting of a PPM especially if fitted under warrant for non payment of bills.

    LL does not have to feed a meter to pay off tenants previous debt.
