Try Butlins Minehead for a last minute basic 2 person room.
I guess all the other style holiday camps like Haven are charged at more than 2 people? But worth a look.
Ruda would be my choice in devon.
Just go through the main brands and look to see if any last minute prices.
You could try the Woolacombe group of parks also
