What would happen if we left our uncollected bins in city hall?

We have in the past been advised by our council we can mark black bins as non-recycling & leave them next to the bin to be taken with it. However our bin men seem to be jobsworths and left 4 bags on the street rather than throwing them in the wagon.... we surrounded the bin with the bags and they moved them to get to the bin itself so clearly knew they was there.

We're very annoyed at now having no bin space for the next week!

Which got me thinking... the council are paid £1k per year to provide me/us with such services and failed to do so, so if I take my refuge to their offices and left them there advising them to fulfill their side of the contract - what would happen? Would this be an offence of any sort? I did think that maybe this could be classed as fly tipping - but they are obliged to provide these services, in the same way i'm obliged to pay the fee for it - so surely it couldn't be classed as such?

Any thoughts on this?

    It is fly tipping. They'll fine you if they catch you. They provide a council run tip you can use if you wish but you can't just dump it at their office.

    I shouldn't have to take my waste to the center, I pay a yearly charge for them to be collected.

    Our local tip has a place to put loads of different types of waste, but I've never notice an area for general waste to be honest. I certainly don't want to sift through multiple bags sorting it all

    You pay a council tax for many different services. One of them is that once a week someone will come and collect your wheely bin. If you create more rubbish than that then its not unreasonable for them to make you take it to the tip. Personally if I was a bin man I probably wouldn't want to pick up bin bags. The wheely bin was introduced so they can just wheel it to the back of the truck and it gets automatically loaded in.

    I can't speak for your tip but what tends to happen is you get a few small tips with skips and one big central tip. Both tend to have places to dump general waste.

    Telephone your local councillor.

    In many cases they can be very helpful, particularly if council departments are not doing their jobs properly.

    They may also be able to do something if the bin persons are acting correctly on some technicality.

    Your post suggests you have weekly collections but you still manage to fill 4 bags of non-recyclable waste? I only have fortnightly collections but rarely get my bin half-full! If it's not regular household waste then surely the tip is the place for it

    if you produce that much non-recyclable waste every week perhaps you need a second wheelie bin ?
