7 year old Daughter going to france with her dad-who orders the European Health Card?

My 7 year old daughter is going to France with her dad in a few months. (we have split up so I won't be going)
I have been looking into ordering her EHIC-European Health Insurance Card, but as I won't be going, should her dad be the one ordering itm not me?
