Private Car Number Plate

I recently sold my car with private plate on it. The buyer needed the car immediately so I had him sign a letter stating that the private plate did not form part of the sale.
Now I cannot get him to complete forms to have the plate transferred to my new car.
What are my options?
Will 'Small Claims Court' deal with this type of dispute?

    I would have thought so, assuming you have proof (which sounds as if you do). Start with a letter before action giving him 14 days to get things moving.
