ADVICE - Tenant not paid rent for 2 weeks ?

As a responsible tenant I am afraid I would find u a little alarming lol. You seem to have little regard for 'dodging' the standard procedures. And I'm afraid I agree.., a standard tenant would want to give a deposit that they know is returnable providing they return the property in a good condition etc.
Knowing they will never get the £500 'admin fee' back means a tenant has nothing spurring them on to keep the house in good condition (and they can cause far far more than £500 in damages). Someone who'd be willing to sign up to this is probably going to be someone who doesn't mind losing £500 in six months (ie could be rather dodgy). And they could well not pay u any more rent so there are a number of red flags there that u just don't seem to have seen.
Time to realise that some of the things you are avoiding are there for a reason. I am not trying to be harsh, just trying to make you see that your approach is rather risky as others have said.0
