UKPC fine in residents car park

Hi, sorry if you've heard all this before but I could do with some advice please ;-)

UKPC (UK Parking Control) monitor the residents car park of the apartment complex where I was a resident (I have since moved). They took over from another car park enforcement company about 6 months ago.

The 'rules' were that everyone has their own parking space and must display a permit, which I do (or did). There are a number of visitor bays for which there is a separate visitor's permit.

I was moving home so I hired a van, parked it in my space overnight with my permit while I parked my car in a visitor's space with a visitor's permit.

The problem is I used the old permit issued by the previous company rather than the new one.

So I got a ticket from UKPC.

I appealed online and said that I was a resident. They sent me a letter stating as a 'Gesture of Goodwill' they will reduce the penalty to £15.

A little more to the story: I used my old address for correspondance (also to prove that I was a resident) and the letter got sent there but the people who moved in say they never got it (I don't believe them). So I rang UKPC (who are useless) and they told me that a letter was sent but that was all the infomation they had and they couldn't change my address to re-issue the letter to my new address. No. I had to fill out a new appeal form online indicating my new address.

Which I did. From reading other posts about ignoring them I sighed. I have now given them my new address with which to pester me.

Even though it is 'kind' of them to reduce my penalty to £15 I still don't think I should pay it. After all I was a resident and was entitled to park there. My only failing was that I displayed a wrong permit during a time of stress - anyone enjoy moving house?

Do I have a case for appeal, do I ignore them or do I pay the £15 penalty. I would welcome any advice.
