which is the cheapest to run prepaid card?
it must be easily recharged, in major shops and without fee
it must be paypal and all online merchants compatible
it must not charge per transaction

IIRC, Orange one is the cheapest, but I don't think that it ticks your "free recharging everywhere" box. In fact I don't think that any prepaid card does.0
