Faulty water tank, who's responsible for excess water bill?

I'm currently renting and moving out this week, almost as if the flat knows this things have been going wrong for the last two weeks!

My main concern is an issue with the ball !!!! in the cold water tank failing, I first noticed water pouring out of the overflow two weeks ago so turned the stop !!!! off and rang the letting agent, they sent someone round the next day who said they had fixed it and turned the stop !!!! back on. I got home from work to find water pouring out of the overflow again.

This pattern has repeated itself each day since. I have written to the letting agent and landlord asking them to get it fixed correctly and to ensure the plumber does not turn the stop !!!! on until they are sure it is fixed.

My query /concern is, who is liable for the extra water costs from all the wasted water? Is it something I can claim from the landlord as it's there fault equipment / incompetent plumber?

Any advice would be appreciated
