So they're screaming and stomping now? Before they were talking loudly and laughing. Maybe if you gave a straight story people could give more accurate advice.

There is a mixture of all sorts - of course I know they will make low level ambient noise (i.e. watching TV, talking at reasonable levels and laughing at the TV) - it's a flat!
I therefore ask you again, is it reasonable to be exceptionally loud at late times of night? By loud I mean a loud screeching noise and a sound as if bass is vibrating through the ceiling.
Is that straight enough for you?0 -

Ok to give you an example. I work for a Housing Association dealing with ASB. This does not make me an expert btw and I do not claim to be by any means.
In a recent case which on the face of it sounds similar to ours.we have Solent months collecting diary sheets from complainants and installed our own sound recording equipment which although recording noise showed living noise not deliberate nuisance. We offered mediation to both parties and we do have a noise reduction budget which allowed us to offer carpeting to the upstairs neighbour to reduce vibrations etc. Environmental Health were not interested as it is not enough evidence to prove statutory nuisance. We will not be pursuing any tenancy enforcement action as there is not enough evidence of serious nuisance. Granted this is on an assured tenancy rather than an AST but my point is that even on a private tenancy the landlord can't serve notice before the end of an AST unless there is substantial evidence of tenancy breach (unless he has served it at the start of the tenancy) however he would still need to prove the breach.0 -

If I were you I'd just give it another go talking to them. Maybe say you're sorry you reported them but the noise had really got to you etc. could you start again and could they just try to keep it down at certain times. Try to make an informal mediation agreement if you like.

I do feel for you and hope to never find out what it is like to have problems like yours.
I think that some of the other posts while being exactly spot on and to the point may have been a little short in the answers.
I genuinely do not think that anyone was trying to be in-sincere instead I think that they where simply trying to dispassionately point out the facts.
I know that trying to speak to them has not worked in the past but in view of the fact that the more formal route would take a lot longer and it would get worse before it got better I would try again.
It is easy for me to say as I do not have to do it but it is better to swallow a little bit of pride and try again after all if it means that you can get a good nights sleep it will be worth it .

Ive been in this situation myself and ive found the only way to sort it is to make their life hell I did it and it worked. Tit for tat really works in many cases. Frighten the life out of them youll get some peace guarantee it being nice gets you nowhere.Look after the pennys and the pounds will look after themselves:money:0
