strange wires in loft

Hi
I was wondering if someone can help me with some info.
I live in an ex council house, (end house). I have just been in the loft and noticed some wires, upon investigation i discovered the wires ran underneath the insulation too a bag laying between the insulation and the ceiling(floor) inside the bag there was a black membrane with copper strips running parallel at each edge upon further investigation i discovered the whole loft was covered in this all linked in series with doubled insulated single core wire. I have tested for voltage and found none can anyone shed some light on what this could be? I am unable to trace where the wires go due to the insulation and stored items in loft.
Any thoughts??

Could it be old wiring left in place when house has been rewired?0

no this is all linked, single core with a double PVC coating, wired in series to these mats.0

A bit of a long shot but there's a possibility that the row of houses that you're at the end of (you say end house, so I assume it's not a semi) might at one time have had a common roof space?
It could be that a previous owner had an alarm fitted with pressure mats under the insulation in case someone was in the roof space?
I have heard of this type of construction but I think it is rare, and most have probably been blocked off for security.
I could be miles off the mark but it's possible.0 -
the wire are too heavy for an alarm system, i have seen lots of those and the roof space is closed off to the neighbours.0

I am 99% sure they are heating panels, in your meter cupboard you may still have the switching relays and isolators.
They were popular in the early 70's does that tally with the age of your house?I love my spell checker, it stops me making all sorts of stupid smelling mistakes. :doh:0 -
sounds a bit strange,
it may be a ham radio antenna
(maybe the previous owner was either a spy or an alien)

We've taken a picture of the strange wires to see if that helps......
As previously said, these go all the way round our attic with the exception of round the trapdoor. All are linked by the red and black wires and are encased in a plastic bag. The material inside is a mesh membrane.
It is all secured to to floor with tape, the wire core is silver in colour about the thickness of an alarm system wire, two pvc coatings on top of that, each different coloured connected to the membrane via push on spade connectors which then go on to the copper strips which run parallel the length of the membrane inside the bag.
So anyone got any ideas now????????????0
