laptop help- blocking any downloads?

running IE9, windows7 home premium..
any file (wmv, pdf etc) I try to download recently is getting blocked / deleted, deemed by my system as a 'virus'?
System sweep done, all ok.. what settings, if any, are too tight? I am trying to d/l from genuine 'safe' sites (local council, etc)

Windows itself doesn't block any downloads. Which Browser are you using? Chrome? Which antivirus solution?0

you mean to say you don't have a stand alone anti-virus product at all?
if so you need to get one straight away you can not rely on a windows firewall alone.
alot of people bang on about avast free link below to pick it up from

also you need some anti-malware such as malwarebytes free version just need to update definitions before running full scan say once a month and quick scan say once a week. this is to get rid of any people that trying to hide away get you details but are not viruses.

also if are having trouble downloading anything some malwares as well as viruses , out there will stop you downloading anything i suggest if this is the case download on another computer the files i have listed put them on a usb key or cd then put into your laptop and install. this is a starting point.

It's a message from IE's smartscreen filter/Download Manager .
It's probably a conflict between your installed AV and SmartScreen filter.
To enable you to download, temporarily turn off the smartscreen filter.
Open IE, got to tools > safety > and turn off smartscreen filter
Then follow these instructions.
Post me a DDS log - should take 2-3 minutes.
Download DDS from the link below and save it to your desktop:

After you've downloaded it and saved it to your desktop:- Double click DDS to run it.
- Click Start
- When it's finished, DDS will open two logs:
- DDS.txt
- Attach.txt
Copy & paste the contents of just DDS.txt for now and post it here (you may need to split the log over separate posts)0 -
