UKCPS Parking Charge

I was issued a ticket last night by UKCPS. Whilst I admit I was slightly out of the lines due to the car parked next to me, I am confused as to why on my 'charge', they have marked down the offence was for parking 'Without a valid permit or authority'?. The car park I used is ticket operated and you can only leave the car park once either you've paid for your stay or if your ticket has been validated within the centre (which this was the case). As I've never had one before, just looking for some advice on what to do next.

For a start they was never any "offence", as no laws have been broken. Secondly, this is just another stupid attempt by this company to try and con money out of people. They can only claim fro actual loss suffered by the landowner. In this case that amounts to a big fat zero.

You have two choices. You can either appeal and then take in forward to POPLA, or you can ignore them.

    1. Complain in person, within days, to the highest manager at the Centre first, waving the offending FAKE PCN.

    2. Complain again but this time in writing, within days, about this harassment by their agents, and ask them to please contact UKCPS to cancel it as you cause no loss and were a genuine authorised visitor.

    3. If in Scotland, ignore UKCPS' rubbish scam and letters completely (except in the event of a real small claim, or except if it's a company/hire/lease car).

    4. If in England, wait for UKCPS to write to you (except if a company/hire/lease car). We do recommend appealing and then getting help with a strong POPLA appeal, but ONLY after the first letter arrives, for several solid reasons. And whilst waiting, your best bet is assertive but polite complaints to the organ-grinder about their monkey.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the advice. I've contacted the manager of the centre and he has said that they cannot help as the issue is between myself and UKCPS. But furthermore, they could not confirm or deny that my 'actions' resulted in any loss. By the manager saying this, surely there is no case to answer for?

Wrong! The leisure centre do have responsibility for this. Somebody must gave employed UKCPS. Or did they just wander in off the street and start issuing parking tickets on their own volition?

What a stupid system, how can there ever be a fake ticket in this place? The only way to leave is either validating a ticket or paying! I would challenge ukcps in their porta cabin behind a pub, and demand a popla verification code if they turn it down, so you can appeal independently.
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

OK so if there is no Line Manager above him then that's the end of that attempt to sort it quickly. So now do as already advised and wait for the Notice to Keeper in the post (keep the envelope too) and tell us when it arrives.

  • I recieved the first 'letter' today and I say that loosely as it looks like it has been put together by a child. Apparantly, the reason for issue is for parking outside of the lines. Also, it has been sent 2nd class, so how do they even know if the letter is recieved!? Shall i continue to ignore?

No, why do you think to ignore it? That's OLD advice. it's challenge time then, if this is the Notice to Keeper.

Here you go, short challenge wordings linked here (DO NOT SAY WHO WAS DRIVING. DO NOT ADMIT ANY PARKING OUT OF THE BAY LINES!):

    http://forums.pepipoo.com/index.php?showtopic=80125&st=20&start=20

That's the sort of challenge for this stage, short but sweet, just add that the charge is an unenforceable penalty and in addition, 'the driver' had a validated ticket anyway. So you either require a POPLA code without delay, or the fake PCN should be cancelled. No other reply will be compliant with the March 2013 BPA Code of Practice and if they delay sending a POPLA code you will include their stalling tactics in your POPLA appeal.

Don't forget you are writing as the registered keeper who has only got that letter. You are not writing as the driver nor mentioning what happened nor mentioning the 'ticket' on the windscreen.

    :)
